Senate passes law protecting Turtle Lake taxpayers

MADISON - The Wisconsin State Senate unanimously approved bipartisan legislation that will ensure that the Village of Turtle Lake will be able to recover the investment they made in support of the development of a bio-digester through the creation of a tax incremental financing (TIF) district. The legislation delays implementation of a tax exemption for Green Whey that was created in the budget until after the debt associated with the TIF District are paid off.
“This legislation merely reaffirms the agreement that Green Whey had in place with the Village that the business’s property revenues would be used to repay the investment the community made in their development,” said Senator Bob Jauch (D-Poplar), who authored the proposal. “All we are doing is making sure that Green Whey meets their obligation and keeps their promise to the community.”
Since September Village officials have been encouraging change in a budget provision that voided an agreement between Turtle Lake and Green Whey who had agreed to use their property tax revenues to help pay back over $1 million in loans the village took out to develop the TIF District.
“Representative Smith and I have been working to find a solution where Green Whey will meet their responsibility like the other businesses in the TIF district to meet their responsibility to the citizens of Turtle Lake.”
Instead of honoring their commitment to the community, Green Whey has reacted by threatening to sue the state and enact further layoffs because of this bill. “It is not the Legislature’s fault that Mr. Ludy is unable to pay his bills. Instead of making false claims about this bill or the community, I strongly suggest the ownership of Green Whey sit down with Village leaders and work out an agreement that allows him to grow his business while meeting his obligations to the community,” added Jauch. “This community has made significant investments in him and it is time for him to return the favor.”
